Even if Kejriwal Govt buys 1000 buses every year yet with over 2000 D.T.C. buses likely to phased out in next 2 years by January 2020 hardly 3000 buses will be on roads-Delhi BJP
Kejriwal Government should bring out a White Paper on D.T.C. to tell the people of Delhi what it has done in last 30 months to better the services & financial health of D.T.C.-Manoj Tiwari
New Delhi, 7th August. Delhi BJP President Shri Manoj Tiwari has said that wrong policies of erstwhile Smt. Sheila Dikshit's Congress Government & the present Arvind Kejriwal's Government have led to almost total collapse of Delhi Transport Corporation. The finances of D.T.C. are in a disarray and it is time that Delhi Government brings a White Paper on its affairs.
Shri Tiwari has said that it is sad that the Arvind Kejriwal Government is again trying to mislead the people of Delhi by claiming to make D.T.C. a world class body. The financial & other issues of D.T.C. are in a state where no improvement is possible with ordinary steps as being thought by Arvind Kejriwal regime.
Shri Tiwari has said not only D.T.C. but entire public road transport policy followed by the erstwhile Congress and present Aam Aadmi Party Governments is such that has put Delhi into a chaos.
Till around 2010 Delhi Government flirted with bus mafias allowing private bus operators widely infamous as Killer Lines to rule the roads. It was Delhi High Court pressure & the fast approaching Commonwealth Games deadline which forced the Smt. Sheila Dixit Government to ban diesel buses and using J.N.U.R.M. funds & other loans a fleet of over 4000 Low Floor CNG Buses was raised between 2008 to 2011. Even in this scams were reported both in purchase & maintenance contracts.
Meanwhile even as need for on road buses has risen to 11000 during last 6 years neither Smt. Dikshit's nor Kejriwal's Government have made any effort to raise the fleet of D.T.C. Buses except for making hollow announcements of buying more buses. It is believed both the erstwhile Congress & the present AAP Government have connived with private bus cartels to allow Cluster Buses which again like earlier Killer Line buses are violating road safety norms and minting money.
Today D.T.C. has a total fleet of around 3940 buses out which only some 3400 buses operate every day the Kejriwal Government is trying to fool the citizens by saying that it would upgrade D.T.C. within 2 years by buying 1000 new standard buses.
Shri Tiwari has said that nothing can be a bigger farce then this claim of Kejriwal Government as even if Government orders purchase of buses today the first bus will come in around January 2018 by when around 500 plus existing D.T.C. buses would have outlived their lawful life and get shelved.
Delhi BJP President has said even if Kejriwal Government buys 2000 buses over next 2 years in January 2020 when Delhi goes in for assembly polls Delhi would be having hardly 3000 working buses on road as by then two third of existing fleet would get shelved.
Shri Tiwari has said that Kejriwal Government like its predecessor Congress Government has done nothing to decrease operational losses of D.T.C. by curbing operations on economically unviable routes. Despite high hue & cry no effort has been made by Government to re-schedule bus routes by tying up with Metro routes.
For almost a decade now subsequent Transport Ministers in Delhi in their first media interactions have spoken of bringing e-ticketing & generating additional revenue through use of D.T.C. properties including buses, bus stops & terminals advertising potential even as on ground nothing has been done.
Almost entire revenue generated by D.T.C. goes into payments of interest on loans taken but Kejriwal Government like its predecessor is not inclined to bail out the body with loan waiver or atleast interest waiver.
Almost 30 D.T.C. bus terminals out of total of 43 are now within urban city limits but neither the State Government nor D.T.C. itself has tried to tie up with any commercial or charitable organization to make its prime properties revenue generator. Even as Delhi METRO earns heavily from in-house advertising within trains & on platforms D.T.C. has not even tried to exploit this potential of its buses.
With the mandatory implementation of 7th Pay Commission recommendations on staff salary soon the body with around 33000 employees is going to go bankrupt and no one knows what preparation has Kejriwal Government made for this.
It is really strange how a body with total monopoly of on-road public transport running some 36000 trips on 574 routes continues to remain in losses.
Shri Tiwari has said it is time Kejriwal Government brings out a White Paper on D.T.C. to tell the people of Delhi what it has done in last 30 months to better the services & financial health of D.T.C.
